"And the refugees themselves?"
"Traumatized. Grieving. But also grateful beyond words. You have no idea what it means to people who’ve been hunted, massacred, and left for dead to find a place that welcomes them." "I don’t want them working themselves to death," Satou said firmly. "I want them healthy, safe, and integrated. They’re not temporary guests. They’re permanent residents now."

They sat in comfortable silence for a moment, then Lyra voiced what they were both thinking:
"We’re going to have more refugees coming. Aren’t we?"

"We can’t save everyone," Lyra said quietly.
