Sylvia’s POV

"My name is Rosalie Bennett," she began, her voice initially soft before finding its strength. "Three years ago, I was captured by a rogue Alpha who believed Omegas existed solely for his use and pleasure. For eighteen months, I endured things no living being should ever experience."

"I am not here to shock you with the details of my captivity," Rosalie continued. "I am here to tell you that my story is not unique. An older Alpha in the front row stood abruptly. "This is outrageous! No legitimate Alpha would permit such treatment in their territory."

"With respect, Supreme Alpha Vargas," Rosalie replied with surprising steadiness, "your own Beta was recently discovered to be operating an illegal Omega trading ring. Just because you don’t see something doesn’t mean it isn’t happening under your protection."

Murmurs erupted throughout the hall. The accusation was bold—and entirely accurate, based on the investigation Caesar’s security team had conducted.

"You dare—" Vargas began, his face flushing dark red.

"She dares speak truth in the presence of power," Caesar cut in, his tone deceptively gentle but laced with authority that made even Supreme Alpha Vargas sink back into his seat. "Continue, Ms. Bennett."

Rosalie nodded gratefully before addressing the assembly again. "I stand before you today not as a victim seeking pity, but as a survivor demanding change. Every Omega deserves protection under pack law. Every Omega deserves access to education and opportunity. Every Omega deserves the fundamental right to choose their own mate."

She spoke for nearly twenty minutes, her voice growing stronger with each personal story she shared—not just her own, but those of dozens of Omegas who had found sanctuary in our program. When she finished, the hall remained silent for several long moments before erupting into a mixture of applause and heated discussion.

Caesar raised his hand, and silence fell once more. "What you have heard today is not merely one wolf’s opinion. It is evidence of a systemic failure that we—myself included—have allowed to persist for generations." He moved to a small table at the side of the dais and lifted a document bound in leather. "Before you is the Omega Protection Decree. It establishes basic rights and protections for all Omegas across North American territories, including prohibition of forced mating, guaranteed access to education, and legal recourse for abuses."

Predictably, several Alphas immediately began to protest.

"This is overreach!"

"You cannot dictate how we manage our packs!"

"The Wolf King has no authority to impose such restrictions!"

Caesar let the objections wash over him with impressive calm before responding. "My authority comes not just from strength, but from responsibility. If we cannot protect the most vulnerable among us, we have failed as leaders and as wolves."

He turned to where I stood at the edge of the dais. "Alpha Sylvia Frost Conrad has agreed to oversee the implementation of these protections through Frostfang’s resources and infrastructure. Any pack wishing to maintain alliance with either the Wolf King or Frostfang Pack will adopt these minimum standards. Those who choose otherwise..." His expression hardened into something ancient and dangerous, reminding everyone that beneath his civilized exterior lived a wolf of unmatched power. "Well, isolation can be quite difficult in these modern times."

The threat wasn’t subtle. In werewolf society, being cut off from alliances meant vulnerability to rogues, resource shortages, and eventually, extinction.

Hours later, after heated debates and negotiations over specific clauses, Caesar called for a formal vote. One by one, pack representatives approached the decree to add their signatures—some eagerly, others with obvious reluctance. By midnight, every pack had signed, making the decree binding across all territories.

As the gathering began to disperse, Caesar made one final announcement. "To ensure these protections are properly implemented and enforced, I am establishing an Omega Protection Council. Its members will have authority to investigate complaints and recommend sanctions against violators." He gestured to where Rosalie stood quietly. "Ms. Bennett has agreed to serve as the council’s first chairperson."

Later that night, I found Rosalie on one of the palace’s many balconies, gazing out at the moonlit mountains with tears streaming down her face.

"Are you alright?" I asked gently, joining her at the stone railing.

She turned to me, her eyes shining with purpose through her tears. "Now I understand what you’ve been trying to show me all along. That I’m not anyone’s replacement or substitute. That I have value as myself." She took a deep breath of the night air. "You gave me back my life, Sylvia. And now Caesar has given me the chance to do the same for others."

"You earned this." I told her firmly.

Rosalie smiled through her tears. "Is it strange that I’m actually grateful for everything that happened? Not the trauma itself, but... if I hadn’t gone through it, I wouldn’t be here now. I wouldn’t be able to help others."

"That’s the difference between being a victim and being a survivor," I replied. "Victims remain trapped in their pain. Survivors transform it into purpose."

The door to the balcony opened behind us, and Caesar stepped out, his formal attire from the gathering replaced by casual clothes that did nothing to diminish his commanding presence.

"The first reports are already coming in," he announced, coming to stand beside me. "Three Omegas in Vargas’s territory have come forward with abuse allegations against his Beta. Vargas himself is leading the investigation."

"That quickly?" Rosalie asked, eyes widening.

"Nobody wants to be the first example made," Caesar explained with a slight smirk. "Self-preservation is a powerful motivator."

I leaned into his side, feeling his arm wrap automatically around my waist. "And the council appointments?"

"All confirmed. Seven members representing different regions, with Rosalie as chairperson." He glanced at her with rare approval. "Your speech changed minds today. Not all of them, but enough to create momentum."

Rosalie straightened her shoulders, a newfound confidence in her posture. "I should go prepare for tomorrow’s organizational meeting. There’s so much to plan."

After she left, Caesar and I remained on the balcony, the comfortable silence between us filled with unspoken satisfaction at what we’d accomplished.

"You’re staring," he finally said, his voice dropping to that intimate tone reserved only for me.

"Just admiring my mate," I replied, reaching up to trace the strong line of his jaw. "The Wolf King with the unexpected soft spot for Omegas."

His eyes darkened slightly. "Not all Omegas. Just those who remind me of what you endured while pretending to be one."

"We’ve come so far," I murmured.

"And yet," Caesar replied, pulling me closer, "I feel we’re only just beginning."
